Project Summary: Creative Associates leads the USAID-funded West Bank and Gaza (WBG) Basic Education Activity, which will strengthen education services for Palestinian children of KG 1 through Grade 6 that enable them to thrive and reach their full developmental potential. Under the Basic Education Activity, USAID seeks to work with the private sector, non-formal, non-governmental, community-based, UN, and civil society partners to strengthen early childhood and primary educational opportunities through high-quality early childhood education services and supplemental support structures to strengthen foundational pre-primary and primary education for children in the West Bank, Gaza, and East Jerusalem. Specific areas of focus anticipated include strengthening foundational skills in literacy, numeracy, social-emotional learning (SEL)/soft skills, building teacher and student resilience capabilities and assets, and strengthening pathways between non-formal to formal education. Position Summary: The Gaza Start-up Consultant will work closely with the Chief of Party (COP), Deputy Chief of Party (DCOP) as well as with our Gaza Lead (in Gaza) and with the HQ Senior Project Director (SPD) to lead a planning process for BEA’s work in Gaza. This includes: outreach to BEA partners and potential partners in Gaza, identification of activities and information gathering/assessments that can happen in Gaza during the conflict to help lay the groundwork for future programming, coordination with the local education cluster and with other humanitarian organizations in Gaza to find synergies and ensure we are not duplicating efforts, leading efforts to procure and store required goods/resources which will support BEAs programming post ceasefire, developing a concrete implementation plan laying out activities that can happen during the conflict, preparation activities to be ready post-conflict, and a path forward during a ceasefire. This includes updating the project’s GESI Analysis and GESI Action plan, and providing ongoing review of materials to ensure effective GESI integration.   The Senior GESI Advisor will work closely with the COP, DCOP, and senior Technical Leads of the project, as well as the HQ Project Director and Project Manager. This position will ideally help recruit and build the capacity of a Gender and Inclusion Advisor for the project.   The position is envisioned to provide up to 100 days of LOE per year for up to two years. This includes anticipated travel two to four times per year.   Reporting & Supervision:   This position reports to the Project Director.

Summary: The five-year USAID-funded Bar ama Baro (“Teach or Learn” in Somali – BAB) program is a comprehensive primary education program designed to support the government of Somalia in providing quality non-formal education services to marginalized children across the country. Through working at both the national and local level, BAB systematically and strategically assists government and community actors in designing and delivering comprehensive non-formal education services to children most in need of accelerated education assistance. Specifically, the BAB project aims to increase student enrollment in accelerated basic education centers (ABE), improve student safety, monitor improvements in literacy, numeracy and socio-emotional skills, and improve the Federal Government of Somalia’s capacity to standardize and regulate the accelerated education space.   BAB seeks a consultant to support the evaluation of the effectiveness of the project and assess the impact on the learning outcomes of ABE students, BAB will apply cohort-based pre- and post-test approach. For this purpose, BAB will conduct effectiveness survey at the beginning and at the end of each cohort. The effectiveness survey includes: - Early grade reading assessment (EGRA) of ABE level 1 learners. - Early grade mathematics assessment (EGMA) of ABE level 1 learners. - Social emotional learning assessment (SELA) of ABE level 1 learners. - Student background questionnaire for ABE level 1 learners. - Teacher questionnaire for ABE level 1 teachers. - Head teacher questionnaire for ABE level 1 centers/schools.   Pre-test data for each cohort is collected at the start of the academic calendar year in August and post-test data is collected at the end of the academic year in May. The consultant is required to support the BAB team to conduct the post-test for cohort 2.
