Overview

Creative Associates International is seeking a consultant to serve as Team Leader, Early Childhood Intervention and Development for a potential project in Türkiye. The Team Leader will be working closely with Creative HQ staff, the Government of Türkiye (GoT) officials, and UNICEF representatives.

Description of Project:

UNICEF Türkiye’s 2021-2025 country program prioritizes an integrated approach to early childhood development (ECD), enhancing cognitive, physical, and psychological development in children. The Government of Türkiye (GoT), through the 12th Development Plan (NDP), is committed to scaling up ECD services, and UNICEF supports this by providing technical advisory guidance in the establishment of the early identification and intervention system and enhancing caregivers’ knowledge in early parenting and nurturing care.

 

If selected for this project, Creative will work closely with UNICEF Türkiye to enhance the knowledge and skills of staff working in the field of early childhood development (ECD) and early intervention, thereby improving access to timely, individualized, and family-centered developmental support for children and their families.

 

Description of Role:

The Team Leader will be at the helm of this project and responsible for all project oversight and coordination in Türkiye.  He/she will lead coordination efforts between their team in Türkiye, UNICEF and GoT representatives, and Creative HQ staff. This position will be hybrid, combining online work with in-person implementation in Ankara, Bursa, Mersin, Hatay, Kahramanmaras, and Gaziantep.

Responsibilities

  • Lead team in designing teacher trainings focused on early developmental interventions
  • Ensure alignment with project objectives, plans, and training programs
  • Ensure the quality of deliverables sent to UNICEF
  • Integrate ECD standards, gender and social inclusion, disability inclusion, and parenting support into the developed programs and materials
  • Troubleshoot early childhood education service delivery model limitations
  • Work with team to create engaging early intervention support for parents and caregivers.
  • Liaise regularly with Creative HQ and UNICEF teams

Qualifications

Required Qualifications:

  • Advanced degree in Developmental Pediatrics, Early Childhood Development, Psychology, or a related field.
  • At least 10 years of experience leading projects and programs, with a strong focus on early childhood development, working with children with disabilities and families, disability inclusion, and community-based approaches.
  • Proven expertise in the design, development, and delivery of training programs, including the development and implementation of supervision support in early intervention and family-centered practices.
  • Strong facilitation and communication skills to engage with families, caregivers, and multidisciplinary teams.
  • Strong knowledge of international best practices for ECI, particularly in conflict-affected or low-resource contexts.
  • Demonstrated experience in high-quality report writing, familiarity with monitoring and evaluating intervention outcomes to ensure quality and continuity of services.

Additional Desired Qualifications:

  • Specialized training or certification in early childhood identification and intervention, project management, or monitoring and evaluation, including in a humanitarian context, is highly desirable.
  • Previous professional experience working in Türkiye or similar contexts is an asset.
  • UNICEF or other UN experience is a plus.
