Overview

Position Title: Team Leader – Transforming Vocational Training - UNICEF Jordan's Strategic Partnership with Vocational Training Cooperation (VTC) for Youth Economic Empowerment and Employment

Location: Jordan (with national coverage across 12 governorates)

Duration: 12 months (with possibility of extension)

 

Role Overview:

Creative Associates International is hiring a Team Leader for the anticipated UNICEF Jordan Transforming Vocational Training - UNICEF Jordan’s Strategic Partnership with Vocational Training Cooperation (VTC) for Youth Economic Empowerment and Employment. As the team leader, you will lead the design and implementation of Pillar 1: Change Management, overseeing the transformation of VTC’s systems, processes, and organizational architecture. You will coordinate a multidisciplinary team and engage with national and international stakeholders to deliver a modern, agile, and data-driven operational backbone for VTC.

Responsibilities

Key Responsibilities:

  • Lead the diagnostic assessment of VTC’s governance, HR, and business processes using global best practices.
  • Oversee the design and co-creation of new governance structures, HR frameworks, and digital MIS architecture.
  • Manage stakeholder consultations with VTC leadership, youth, private sector, and development partners.
  • Supervise pilot testing and iterative refinement of new systems in selected VTC centers.
  • Ensure delivery of training modules, mentoring plans, and sustainability mechanisms.
  • Guide the development of a costed roadmap to achieve VTC Vision 2030.
  • Ensure continuous monitoring, evaluation, and adaptive learning throughout implementation.

Qualifications

Qualifications:

  • Minimum 10 years of experience in TVET reform, organizational development, or public sector transformation.
  • Proven leadership in managing complex, multi-stakeholder projects.
  • Strong understanding of change management, governance reform, and digital systems integration.
  • Experience working with UN agencies, government institutions, or international donors.
  • Excellent communication, facilitation, and strategic planning skills.
