Position Title: Monitoring, Evaluation, Quality Assurance and Learning Specialist – UNICEF Jordan Transforming Vocational Training - UNICEF Jordan’s Strategic Partnership with Vocational Training Cooperation (VTC) for Youth Economic Empowerment and Employment

 Location: Jordan (with national coverage across VTC centers)

Contract Type: Consultancy / Fixed-Term (12 months, renewable)

 

About the Role:

Creative Associates International is hiring a Monitoring, Evaluation, Quality Assurance, and Learning (MEQAL) Specialist for the anticipated UNICEF Jordan Transforming Vocational Training - UNICEF Jordan’s Strategic Partnership with Vocational Training Cooperation (VTC) for Youth Economic Empowerment and Employment. We are seeking a Monitoring, Evaluation, Quality Assurance, and Learning (MEQAL) Specialist to lead the design and implementation of a robust MEL framework for the transformation of Jordan’s TVET ecosystem. This role ensures that all activities under the change management and system modernization strategy are tracked, evaluated, and continuously improved based on evidence and stakeholder feedback.

Responsibilities

Key Responsibilities:

  • Design and implement a comprehensive Monitoring, Evaluation, and Learning (MEL) framework aligned with project goals and UNICEF standards.
  • Develop and track Key Performance Indicators (KPIs) across governance, curriculum, and employment pathways.
  • Conduct evaluability assessments of new systems, including MIS and HR reforms.
  • Lead quality assurance reviews of pilot activities and institutional processes.
  • Design and support tracer studies to monitor youth employment outcomes post-training.
  • Facilitate adaptive learning loops to inform ongoing improvements and decision-making.
  • Produce periodic evaluation reports, learning briefs, and recommendations for scale-up.
  • Build capacity of VTC staff in MEL principles, tools, and data use for planning and accountability.

Qualifications

Qualifications:

  • Advanced degree in Monitoring & Evaluation, Public Policy, Education, or related field.
  • Minimum 7 years of experience in MEL, preferably in TVET, education, or workforce development.
  • Proven experience in designing and implementing MEL systems for institutional reform.
  • Strong understanding of data analytics, quality assurance, and learning methodologies.
  • Familiarity with UNICEF MEL standards and tools is an asset.
  • Experience working with UN agencies, government institutions, or international donors is preferred.
  • Excellent communication, facilitation, and report-writing skills.
