About the Role:

Creative Associates International is hiring a Digital Information Management Specialist for the anticipated UNICEF Jordan Transforming Vocational Training - UNICEF Jordan’s Strategic Partnership with Vocational Training Cooperation (VTC) for Youth Economic Empowerment and Employment. We are seeking a Digital Information Management Specialist to lead the design and implementation of a modern, integrated Management Information System (MIS) for TVET governance and performance tracking. This role is critical to enabling evidence-based decision-making, improving institutional efficiency, and aligning training outcomes with labor market needs.

Key Responsibilities:

• Lead the design, development, and deployment of a centralized digital MIS for VTC.
• Conduct a digital maturity assessment of existing systems and infrastructure.
• Define data governance protocols, including privacy, interoperability, and analytics standards.
• Develop real-time dashboards and reporting tools for training, employment, and governance data.
• Integrate MIS with HR, curriculum, and employer engagement systems.
• Provide technical guidance on data architecture, system interoperability, and user experience.
• Build capacity of VTC staff through training, toolkits, and mentoring on MIS use and maintenance.
• Support the development of tracer study models and feedback loops to inform continuous improvement.

Qualifications:

• Advanced degree in Information Systems, Data Science, ICT for Development, or related field.
• Minimum 7 years of experience in MIS design and implementation, preferably in education or workforce development.
• Proven experience with data governance, dashboard development, and enterprise architecture.
• Familiarity with TVET systems, labor market information systems (LMIS), or public sector digital transformation is a strong asset.
• Experience working with UN agencies, government institutions, or international donors is preferred.
• Strong analytical, communication, and capacity-building skills.
