Position Title: Change Management Specialist – UNICEF Jordan Transforming Vocational Training - UNICEF Jordan’s Strategic Partnership with Vocational Training Cooperation (VTC) for Youth Economic Empowerment and Employment

Location: Jordan (with national coverage across VTC centers)

Contract Type: Consultancy / Fixed-Term (12 months, renewable)

About the Role:

Creative Associates International is hiring a Change Management Specialist for the anticipated UNICEF Jordan Transforming Vocational Training - UNICEF Jordan’s Strategic Partnership with Vocational Training Cooperation (VTC) for Youth Economic Empowerment and Employment. We are seeking a dynamic and experienced Change Management Specialist to support the transformation of the Vocational Training Corporation (VTC) in Jordan.

 

The Specialist will lead the design and implementation of organizational change strategies, focusing on governance, HR systems, business processes, and digital transformation to build a modern, agile, and inclusive TVET ecosystem.

Responsibilities

Key Responsibilities:

  • Conduct institutional diagnostics and change readiness assessments.
  • Design and implement change management frameworks tailored to VTC’s operational context.
  • Facilitate stakeholder engagement and co-creation workshops with VTC leadership, staff, youth, and private sector partners.
  • Develop and roll out HR reform strategies, including updated job descriptions, performance systems, and capacity-building plans.
  • Support the integration of agile business processes and digital MIS systems.
  • Establish feedback loops and adaptive learning mechanisms to sustain reform.
  • Provide mentoring and training to VTC staff on change management principles and tools.
  • Monitor progress and adjust strategies based on performance data and stakeholder feedback.

Qualifications

Qualifications:

  • Advanced degree in Organizational Development, Public Administration, Education, or related field.
  • Minimum 8 years of experience in institutional reform, change management, or public sector modernization.
  • Proven experience in TVET, education systems, or workforce development is highly desirable.
  • Strong facilitation, communication, and stakeholder engagement skills.
  • Familiarity with agile methodologies, digital transformation, and HR systems.
  • Experience working with UN agencies, government institutions, or international donors is a plus.
