Overview

Summary:

The Activity Coordinator (AC)’s main objective is to design, implement and supervise the overall training strategy on basic governance and project management schemes.

Tasks May Include:

  1. Support the selected ToT trainers in developing and producing training strategy.
  2. Provide expert advice and guidance to development officers and the activity master trainers on training management, learning material development, performance evaluation, and training skills.
  3. In collaboration with relevant teams, review and analyze the pre- and post-training assessments.
  4. Develop inclusive methods for selection, evaluation, and tracking of participants in the training.
  5. Support the project management unit to identify follow-on activities, areas of intervention, innovative approaches as well as flag risk factors.
  6. Create performance trackers for training participants.
  7. Assessing the advantages and disadvantages of possible strategies; and
  8. Provide recommendations for improvement and presenting findings to the Program management.
  9. Other similar tasks to be mutually agreed between Creative and the Consultant.

Reporting: The consultant will report to Program Lead.

Responsibilities

Tasks To Be Performed:

  1. Support FURAT III in selecting the master trainers.
  2. Support the selected ToT trainers in developing and producing an overall training strategy.
  3. Provide expert advice and guidance to the development officers and the activity master trainers on training management, learning material development, performance evaluation, and training skills.
  4. Provide expert advice and guidance to trainers on training and capacity building related matters.
  5. In collaboration with relevant teams, review and analyze the pre- and post-training assessments.
  6. Develop inclusive methods for selection, evaluation, and tracking of participants in the training.
  7. Support the project management unit to identify follow-on activities, areas of intervention, innovative approaches as well as flag risk factors.
  8. Assess and report on the capacity-building activities and implement improvements where necessary.
  9. Assessing the advantages and disadvantages of possible strategies; and
  10. Provide recommendations for improvement and presenting findings to the Program management.
  11. Other similar tasks to be mutually agreed between Creative and the Consultant.

Results and/or Deliverables:

The consultant will lead and coordinate the preparation of training curriculums and other learning materials on themes and topics in the areas of needs assessment, data collection, computer skills, and others as necessary. The consultant will also collect and analyze data and produce impact reports on the training conducted.

Qualifications

An overarching Renewable Consultant Ordering Agreement will be issued based on the capabilities and qualifications listed below as well as those listed in the individual’s submitted CV.

 

General Capabilities

The consultant will provide support to design, implement, and supervise the overall training strategy on basic governance and project management schemes.

 

Required Qualifications:

Key Qualifications:

  1. University degree and at least 3 years of experience in capacity building, training curricula development.
  2. An excellent command of written and spoken English (working language) and Arabic.
  3. Experience in conducting capacity building needs assessments and analysis, capacity building intervention design, implementation, and evaluations.
  4. Experience in implementing technical and organizational capacity building programs with civil society organizations, governments, and private sector.

Preferred Qualifications:

  1. Excellent organizational skills and the ability to handle several requests in a proper, timely fashion.
  2. Prior USG project experience pertaining to capacity strengthening is a plus; and
  3. Demonstrated leadership, versatility, and integrity.

Creative prefers to organize travel directly for consultants to ensure compliance with federal regulations and Creative policies and procedures. Please assume that all travel is coordinated by Creative staff unless otherwise negotiated at the Work Order level.  

 

If applicable, Danger Pay is calculated in accordance with the Department of State’s published rates and paid on 80% of the consultant’s daily rate for days worked in danger pay-designated location unless otherwise negotiated at the Work Order level. Per diem rates are also based on those set by the Department of State. 

 

Further management arrangements for the completion of specific assignments will be negotiated at the Work Order level. 

 

Work Assignments: 

Consultants with the requisite qualifications will be given a Renewable Consultant Ordering Agreement (RCOA) which contains Creative’s general terms and conditions and establishes a consultant’s rate for a one-year period, after which rate increases may be negotiated when this agreement renews.  

 

Specific assignments will be negotiated and agreed upon via Work Orders, as needed in line with the consultant’s availability, with specific scopes of work that are in line with the capabilities, tasks, and deliverables outlined above. The consultant will be required to submit a budget which must be vetted and approved by Creative for any specific work that will be contracted out via Work Orders.

Selection will be made on the basis of technical capability and rate reasonableness. Modifications to this solicitation, including closing date extensions, will be posted on the Creative website. Please check the website for updates. Please note that RCOAs lock in a consultant’s rate for one full year and this rate may not be re-negotiated again until the point of renewal. 

 

NOTE: 

 

*LOE-based Work Orders utilize a not to exceed ceiling price and number of work days which may not be exceeded without modification to the Work Order. 

 

*Fixed-price based Work Orders establish the total price to be paid in portions upon completion of deliverables which may not be altered without modification to the Work Order. This type of WO may only be used for one-off opportunities.
